HHO draw

Hi,I have installed a hho kit in my 2.0 hdi engined citroen & it all looks like it's working fine (PWM on 4.5 amps,dryer bubbling well,hho tube routed in inlet manifold trunk),but when I rev engine the bubbles slow down,or stop! I suspect there's not enough vaccum in inlet manifold?????? Your input would be greatly appreciated. Keith
